In 2006, the《Network Planning of Henan Province Expressway Network》was approved by the Henan Provincial Government, with the overall layout of the "Six Vertical, Eight Horizontal and Six channels", the total planning mileage of 6280 kilometers. In 2009, with the implementation of major strategies such as the “Rise of Central Region”, taking into account the needs of road network linking in the surrounding provinces, the planning was adjusted, with a total mileage of 6840 kilometers. In 2011, the State Council's “Guidance on Supporting Henan Province to Accelerate the Construction of the Central Plains Economic Zone” and the Ministry of Transport's “Guidance on Promoting the Construction of an Integrated Transport System” were issued. The transportation development of Henan province has entered a new stage, ushered in new opportunities and new challenges. In this context, the optimizing and adjusting of the expressway network planning of Henan Province was put forward.

By analyzing the new situation of economic, social and transportation development, combined with the new demand of transportation development in Henan Province, the《Report on the Planning and Adjustment of Expressway Network in Henan Province》put forward the optimal adjustment of the expressway network, arranged the construction time schedules, and finally evaluated the layout plan of the optimization adjustment. The expressway network was optimized and adjusted, with 10 additional roads and 1 linking line adjustment, of which 4 interprovincial channels, 4 roads linking the main airport and 3 tourist channels. After adjustment, the total scale was increased to 8100 kilometers, and the network covered all counties (cities), reaching the level of expressway network development in developed countries and domestic economically developed provinces. According to the Report, the Henan Provincial Expressway Network Planning Adjustment Program was issued on September 26, 2012. The report has played a leading and promoting role in the construction of the expressway network in Henan Province.
